The Project assumes the establishment of a Telemedicine Center at the Stefan Cardinal Wyszyński National Institute of Cardiology equipped in telemedical receiving units and employing specialists who provide remote consultations related to cardiovascular diseases. It is estimated that the implementation of the consulting system in the Mazovian region and equipping the units co-operating with the Institute of Cardiology with appropriate transmitting units will help to provide over 20 thousand additional specialist medical consultations in 2007 and over 40 thousand and 57 thousand in 2008 and 2009 respectively, (including 40% of advice exchanged between physicians).

The Center will utilize a specialist IT system ensuring its functionality and user security. It will be developed using the experience of a Norwegian project partner - Exponor Tromso AS, a company with wide experience in the execution of similar projects in cooperation with the Norwegian Telemedicine Center, the only unit accredited by WHO within the scope of telemedicine. The system developed as a part of the project will be implemented mainly in the Mazovian Province and then it might be implemented in other regions of Poland. Telemedical solutions suggested in the project will facilitate the assessment of patient conditions by top-class specialists, increase access to life-saving procedures, shorten time between a cardiac incident and treatment, protect the patients rehabilitating at home. Additionally, the project will increase the knowledge about prevention and treatment of cardiac incidents and it will enable the specialists to share their experience and participate in surgeries via the Internet. It will increase the quality and availability of provided services and reduce death rate in patients suffering from cardiovascular diseases.
